The role is pivotal in driving the State Opioid Response (SOR) project's grants and contracts processes. The incumbent will exhibit leadership and direction, ensuring effective management of these processes across multiple program lines. The position focuses on enhancing services, addressing disparities, and increasing access to essential medications, in response to the opioid crisis in Minnesota. The incumbent will lead and coordinate all aspects of grants and contracts processes for the State Opioid Response (SOR) project. This includes managing grant processes from pre-award to close-out in compliance with state and federal laws, as well as providing technical assistance and consultation to various stakeholders.

Some responsibilities include, but not limited to:

  • The incumbent is entrusted with the comprehensive oversight of the grant management lifecycle. This encompasses the meticulous orchestration of the Request for Proposal (RFP) process – from its genesis to the culminating phase of grant close-out. A critical aspect of this role involves ensuring stringent compliance with both state and federal regulations, with a specific emphasis on adhering to the directives outlined in the Office of Management and Budget (OMB) Uniform Guidance and the Office of Grant Management (OGM) policies. This role extends beyond administrative oversight to include the negotiation of contracts, the drafting of amendments, and the proactive management of grantee site visits, which are pivotal in maintaining the integrity and efficacy of the grant management process. Moreover, the position calls for providing robust technical assistance and consultation to grantees. This involves not only guiding them through the nuances of compliance and procedural adherence but also empowering them with the knowledge and understanding required to navigate the complexities inherent in the grant process. This facet of the role is critical in fostering a collaborative environment where grantees are adequately supported and informed, thereby enhancing the overall effectiveness and impact of the grant management lifecycle.

  • Lead, direct and coordinate stakeholder, and community engagement in State Opioid Response (SOR) project and other related substance use disorder and opioid use disorder treatment reform work of the Behavioral Health Division. Activities include interagency work, advisory councils, RFP processes, stakeholder group participation and engagement and presentations regarding project/program/service area.

  • Lead, direct and coordinate the budget and business processes in program/project/service area assigned. Activities include financial reporting, review, financial reconciliation, budget development, invoice, and budget revision approval.

Minimum Qualifications

Three (3) years professional experience demonstrating expertise with program budgets, contracts, and grants.

Experience Must Clearly Demonstrate:

  • Understanding of core contract and grant management standards and practices that include managing RFPs.

  • Grant knowledge, roles and relationships of county, tribal, state, and federal governments.

  • Experience negotiating contracts terms to a wide variety of contractors and/or grantees.

  • Budget management skills or professional billing experience and reporting.

  • Practical experience with mental health or substance use disorder treatment program.

*Bachelor’s degree in social work, psychology, public health, or other related fields may substitute for one (1) year of work experience .

Master’s Degree in social work, psychology, public health, or other related fields may substitute for two (2) years of work experience.**

Preferred Qualifications

  • Experience using Foundant Grant Lifecyle Manager.

  • Experience with Minnesota’s grant management systems, such as the Contract Integration System, Enterprise Grant Management System, and SharePoint.

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

  • Knowledge of Minnesota’s Human Services Mental Health Programs and/or delivery systems.

  • Demonstrate a high level of soft skills to work collaboratively across divisions, administrations, and in partnership with community organizations.

  • Certified Grant Management Specialist Certification.

  • Project Management along knowledge continuous improvement methods.

  • Practical experience in a harm reduction program or opioid treatment program.
