The Idaho Department of Juvenile Corrections is looking for an exceptionalProgram Manager- Behavioral Health Unit to join our Agency's Community, Operations, and Program Services (COPS) division working out of our Headquarters office in Boise, Idaho.

This position will be responsible for providing leadership for the Community, Operations, and Program Services (COPS) Division-Behavioral Health Unit in support of the Department's mission, vision, and values. Supporting the Department’s overall direction through the oversight of assigned areas of operation, providing clear direction and focus while seeking opportunities for cooperation, collaboration, partnership, and integration with IDJC key stakeholders.

The Behavioral Health Program Manager ensures Idaho counties and Tribes comply with Behavioral Health funding and treatment parameters for the Idaho Department of Juvenile Corrections (IDJC). Acts as the designee in the absence of the Director, COPS Division Administrator, or COPS Administrator Associate. Facilitates the IDJC Behavioral Health Unit and serves on several community committees. Collaborates with Idaho Department of Health and Welfare, Idaho Department of Corrections, and Idaho Supreme Courts, as well as judges, attorneys, probation officers, law enforcement, schools, treatment providers, families, or other surrounding states providers.

Responsibilities:

  1. IDJC Behavioral Health Unit:
  • Enforces legislative intent related to community-based substance abuse and mental health funds

  • Advise and counsel IDJC Leadership

  • Ensures the development of contracts, protocols, policies & procedures in compliance with statutes and standards related to behavioral health and relevant IDAPA Rule

  • Liaison with counties, Tribes, and local jurisdictions

  • Oversee and review juvenile cases to ensure juveniles are accessing the appropriate level of care related to behavioral health treatment services

  • Compile reports and statistics on juveniles served

  • Attend regional and national trainings related to behavioral health services and best practices

  • Participate in regional and local committees

  • Ensures training of probation officers, detention staff, prosecutors, judges, and others on the IDJC Behavioral Health Unit Program

  • Approve and track treatment costs for juveniles

  • Manage Behavioral Health Unit Program budgets

  1. Supervision:
  • Recruits, interviews, selects, and trains assigned personnel Establishes work priorities and makes assignments

  • Assesses training needs and develops performance plans, goals, and standards

  • Conducts staff meetings as needed to plan strategies and changes, and review unit operations

  • Completes all performance appraisals for assigned staff annually, per Idaho Code

  • Follows all IDJC Policies and Procedures related to staff supervision (e.g. staff safety, time records and reporting, leave approvals, travel, incident reporting, etc.)

Minimum Qualifications:

Some knowledge of:

  • Management practices, including the essential elements of management: planning, organizing, leading and controlling.

Experience:

  • Managing a major program and supervising staff.

Experience:

  • Working with juvenile justice system partners and community stakeholders seeking opportunities for cooperation, collaboration, partnership and integration with other programs and efforts.

  • Preparing and making presentations (written and verbal) to groups.

Good knowledge of:

  • Idaho juvenile justice system

  • Good knowledge of strategic project planning concepts and practices.

Some knowledge of:

  • Legislative processes and state budget processes;

  • Policy development and implementation processes;

Special Skills/Equipment:

  • Desktop Computer, Laptop, Microsoft Software, e-learning and e- meeting software, Calculator, Fax, Copier, Printer, Scanner, Multi-Line Telephone, Video Conference Equipment. Possible use of: Projector, Digital Camera, and Laminator.
